Vice President, Technology Engineering & Transformation
Job Description
To plan, manage, execute and support design, development and delivery of software products for various business functions across the enterprise, including Savings and Membership, Payments, Branch Operations, NFFG, Security, Digital and Contact Centers among others. Work closely with departments to understand their business requirements and translate them into creative product solutions resulting in world class member and employee experience. Provide ongoing mainframe platform engineering services across the enterprise for our various mainframe-based platforms including banking core, collections, lending among others. Lead the strategic transformation of mainframe-based banking core to cloud native, real time banking core inclusive of platform design, development, delivery and ongoing support. Support executive management in developing and executing strategic plans. Accountable for the Stakeholder Management and Communications, Scope and Financials, Team Management, Technology Delivery and Operations and Support across entire range of software products and services in the Core Banking domain. Responsible for managing all current mainframe based banking applications and executing on the strategic transformation goal of moving to Cloud Native, Real Time banking core.
Responsibilities
Develop and oversee region strategy, establish priorities and set goals; evaluate and implement standards to measure performance and ensure alignment with organizational objectives
Oversee operations to ensure targets, service level agreements and corporate objectives are met
Lead the Engineering & Transformation services teams in the delivery of Infrastructure as a Service and Platform as a Service capabilities
Design, develop, and implement DevSecOps frameworks and solutions including, continuous integration/continuous deployment pipelines, cloud deployment/management strategies, and various levels of automation
Lead strategy, vision, and execution of horizontal platforms across the domains of CRM and Business Process Digitization which are leveraged by all business units within Navy Federal
Lead strategy, vision and execution of business technology products and services for enterprise business domains
Establish ubiquitous API Engineering capabilities across the enterprise, with appropriate security guardrails to simplify and deliver systems integration across on-premises core, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS)
Oversee enhancement of automated testing and test coverage by enforcing test driven development model with properly governed quality and security gates
Optimize and deliver a business aligned roadmap and the cloud managed services and product portfolio that is relevant, differentiated, competitive and integrated to support existing programs and business objectives
Oversee incident and problem management across cloud/infrastructure and operations
Plan, implement and establish operational and maintenance programs to deliver best-in-class platform infrastructure
Establish standardized tool chain to achieve continuous integration, continuous delivery and continuous monitoring with end-to-end automation of mission critical systems
Establish a rationalized portfolio of business process digitization focused on value criteria and consolidate fragmented technology portfolio associated with process management, case management, and document workflow
Partner with the Security team to ensure adherence to security and compliance safeguards, policies and procedures
Oversee benchmarking and trend analysis to drive continuous improvement, elevate service performance, and maximize operational efficiency
Establish and monitor performance metrics and KPIs to ensure ongoing strategic alignment with short and long-term business objectives
Proactively identify areas of improvement; determine solutions; implement enhancements/changes to improve operations, standards and results
Support and contribute to the development and implementation of the Information Services Strategic Plan and technology roadmap
Provide forward thinking technical expertise in current and emerging technologies, trends and practices
Perform supervisory/managerial responsibilities
Set direction to ensure goals and objectives align with corporate and division strategy
Select management and other key personnel; oversee talent development/succession planning
Collaborate with leadership/executive colleagues to develop/execute corporate initiatives and/or department strategy
Oversee the preparation and execution of region AFP
Manage merit pay in accordance with specified objectives and guidelines
Perform other duties as assigned
Required Qualifications
Significant experience transforming mainframe-based banking core from on-premises to cloud native, real time banking core working in a large-scale IT organization with diverse technologies, solution architectures while operating in a Product Delivery model leveraging Agile framework (i.e.. SAFe)
Significant experience leading various Savings and Membership, Payments, Contact Centers, Branch Operations, NFFG, Security run and change the business Products and applications used across the enterprise in a large Financial Services organization.
Significant experience onboarding and leading Managed Services Providers, Systems Integrators, Service Provides, etc. to support the delivery of capabilities aligned to Product Roadmaps.
Ability to collaborate with Business Product Owners and develop Product roadmaps and vision for Finance systems aligned to business stated outcomes and continuous to deliver measurable agreed upon outcomes
Advanced knowledge leveraging Agile delivery frameworks (i.e., SAFe) and transforming delivery teams from traditional waterfall/hybrid delivery to more agile/hybrid delivery model
Advanced knowledge operating in a Product Delivery Model and management methodologies and experience in cloud native architectures leveraging CI/CD, API frameworks, Data Lakes, Containers, Azure DevOps, etc.
Advanced experience managing information technology resources to ensure adherence to policy and standards (e.g., vulnerabilities, risk profile, patch management, infosec, etc.)
Significant experience in delivering presentations to virtual and in person teams
Significant experience in working with all levels of staff, management, stakeholders, vendors
Significant experience in demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems
Significant experience in resource allocation and management
Significant experience in budget management - planning, actual and forecasting and corrective action
Significant experience in leading, guiding and coaching professional staff
Significant experience fostering a culture and environment anchored on Do, Learn and Grow
Advanced skill to move comfortably between varying business discussions to effectively communicate complex technical issues to non-technical audiences as well as operating model changes resulting from moving to a Product Delivery model leverage Agile framework (i.e., SAFe)

Bachelor's or Master's degree in Information Technology, Computer Science, or related field, or the equivalent combination of education, training and experience
Desired Qualifications

Advanced knowledge of the Real Estate Lending Market
Advanced knowledge of Navy Federal mainframe-based FIS banking core
Advanced knowledge of modern, cloud native, real time banking cores.
Advanced knowledge of Navy Federal distributed applications, channel interaction and supporting infrastructure/security environments (both cloud and on premise)
Advanced knowledge of Navy Federal's functions, philosophy, operations and organizational objectives
