Senior Data Analyst
Job Description
The Railroad Commission of Texas (RRC) seeks a senior Data Analyst to perform highly advanced (senior-level) data analysis and documentation supporting the agency’s Technology Modernization initiatives (including Mainframe Transformation and LoneSTAR). Work is data-centric: profiling and mapping data, documenting source-to-target (S2T) transformations, analyzing root causes of data defects, defining data quality controls, and creating dataflow/lineage documentation across SQL Server, Oracle, and mainframe/legacy sources.
The analyst collaborates with product owners, SMEs, DBAs, ETL engineers (SSIS/ADF/Informatica), and reporting teams (Power BI/SSRS) to translate business needs into requirements, specifications, and testable acceptance criteria, ensure accurate and timely extracts/loads, and support audit-ready reporting. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.
This position will be responsible for data analysis and documentation in the implementation of multiple inter-related projects (including implementation of software applications in Software as a Service (SaaS) or Commercial off the Shelf (COTS), migration of data from the mainframe to the new systems and building a Data Warehouse). Assessment of existing Mainframe Transformation business analysis processes, implementation of any necessary improvements to these processes, and monitoring/enforcement of the processes to ensure deliverables and materials are produced and maintained in accordance with newly established processes and procedures, are of consistent quality, and use accepted business analysis methodologies. Make assignments and tracks work of other team members or completes individual assignments as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Responsibilities and Skills include:
Thorough understanding of the software development lifecycle
Determines and documents database requirements by analyzing business operations, applications, and programming; reviewing business objectives; and evaluating current systems to create or improve database solutions.
Based on requirements, develops and implements data models for new projects, and maintains and/or enhances existing data models and data architectures.
Creates graphics and other flow diagrams (including ERD) to show complex database design and database modeling more simply.
Develop data structures for transactional systems; and
Provides guidance for business intelligence systems, as required.
Implements new database solutions and/or corresponding database changes to support new and modified applications and ensure that new designs conform to data standards and guidelines; are consistent, normalized, and perform as required; and are secure from unauthorized access or update.
Creation of technical documentation for process and interface documentation
Follow guidelines on creating data models and various standards relating to governed data. This includes the ability to appropriately classify personally identifiable information.
Collects, queries, and analyzes data using standard database tools, applications, methods, and techniques for the purposes of creating normalized database solutions.
Knowledgeable of Change Data Capture (CDC) for bulk data movement
Ability to promote code from development environments to production
Familiarity with GitHub or equivalent version control systems
Experience with:
Oracle databases
Snowflake databases
SQLServer databases
Database Modeling tools, like DBSchema
Mainframe IMS hierarchical databases
Knowledge of
Informatica
Microsoft SSIS
Ability to provide status reports and project progress reports to stakeholders and project managers
