Job Description
Performs highly complex computer programming work. Work involves coordinating programming projects; analyzing proposed computer applications and designing software solutions; and providing technical assistance. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
Coordinates the coding, testing, debugging, and maintaining of highly complex Common Business Oriented Language (COBOL) programs, database tables, and other programs on a Micro Focus based system using command level Customer Information Control System (CICS); and instructs staff on new methods and procedures.
Evaluates and modifies existing applications to accommodate system requirements, software releases, and equipment changes; and advises staff in the solution of programming problems.
Provides technical advice, assistance, and training to management and technical staff in matters relating to programming activities.
Provides documentation, data maintenance procedures, screen display and reporting needs, and data file backup procedures.
Assists in planning, scheduling, and assigning programming projects; and assists in the development of standards and procedures for programming staff.
Performs a variety of marginal duties not listed, to be determined and assigned as needed.
MINIMUM QUALIFICATIONS
Education, Experience, and Training
Graduation from an accredited senior high school or equivalent or GED and three years fulltime, wage-earning COBOL computer programming experience
or thirty semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) with twelve semester hours in Computer Science or Management Information Systems and two years full-time, wage-earning COBOL computer programming experience.
One year full-time, wage-earning CICS education or experience.
One year full-time, wage-earning relational database experience.
Criminal justice experience preferred.
Micro Focus experience preferred.
Ability to maintain the security and integrity of critical infrastructure as it is defined by state law.
Knowledge and Skills
Knowledge of data processing methods and equipment.
Knowledge of writing COBOL programs for computer applications.
Knowledge of operating system software used in computer systems.
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
Skill in the use of computers and related equipment in a stand-alone or local area network environment.
Skill to write, test, debug, and maintain COBOL computer programs.
Skill in problem-solving techniques.
Skill to communicate ideas and instructions clearly and concisely.
Skill to perform detail work accurately.
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
Skill to plan work in order to meet established guidelines.
Skill in technical writing and preparing technical reports and documentation.
Skill in determining software problems from researching a system or utilizing debugging tools.
Skill in the use and manipulation of command level Customer Information Control System (CICS), Relational Database structures, and Job Control Language (JCL).
Skill to train and provide technical assistance in the operation of computers and related equipment.
