Summary
The Health Systems Specialist in the Medical Staff Office under the Chief of Staff at a VA Medical Center (VAMC) - conducts analytical reviews - manages data - and advises VAMC leadership on Credentialing and Privileging (C&P) processes. Responsibilities include implementing - maintaining - and updating FPPE and OPPE monitoring systems for all VAMC divisions and various provider appointments - following VHA C&P guidelines - Joint Commission standards - and State and Federal regulations.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 11/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience - equivalent to the next lower grade level (GS-7) in Federal Service - that equipped you with the particular knowledge - skills - and abilities to successfully perform the duties of a Health System Specialist - C&P Analyst - and includes performing duties associated with healthcare credentialing and privileging. Qualifying specialized experience is defined as progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: (1) Missions - organizations - programs - and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. OR - Education: Successful completion of a master's or equivalent graduate degree - successfully completed two (2) full years of progressively higher level graduate education leading to such a degree - LL.B or J.D if related. Such education must demonstrate the knowledge - skills - and abilities necessary to do the work of this position (i.e. - hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration). OR - Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience - as described above - to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of this position (i.e. hospital administration - public health administration - or related fields such as course work in health care administration). Physical Requirements: The work is mostly sedentary. Occasionally - light physical effort may be required - such as that involved with walking - stair climbing - and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted - heated - and ventilated. Duties
The Health System Specialist -Credentialing and Privileging Analyst is assigned to the Medical Staff Office - which is under the Chief of Staff at a VA Medical Center (VAMC) and is responsible for conducting analytical reviews - managing and tracking data - and serving as an advisor to VAMC leadership on key processes related to the Credentialing and Privileging (C&P) program of the VAMC
The C&P Analyst is aligned to and supervised by the C&P Manager
The incumbent applies analytical and evaluative methods and techniques for assessing the effectiveness - efficiency - and compliance of key program processes and makes recommendations to leadership for improving policies - processes and procedures
Major duties include - but are not limited to: Implementing - maintenance - and updating of Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) monitoring systems in support of all divisions of the VAMC
Working collaboratively with VAMC leadership - healthcare providers - the C&P administrative specialists - and other administrative teams in managing the FPPE and the OPPE for the C&P Program
The incumbent functions as the facility's subject matter expert (SME) for these areas
lead consultant for VAMC Report Card data - the incumbent gathers documents - analyzes - and tracks program data to ensure compliance - conducts analytical assessments - manages data collection and reporting - evaluates Our Providers database and participates in developing OPPE - FPPE - and privilege forms
Technical skills are applied to extract and analyze datasets in various formats for reports and presentations to supervisors and managers
The incumbent identifies issues - recommends corrective actions - and estimates compliance timelines
Quantitative and qualitative skills are used to conduct industry analysis - assess communications - make recommendations for policy adaptations - establish work priorities - determine baselines for assessments - and track and analyze issues
Identifies issues and recommends corrective actions to supervisor - VAMC leaders - or administrative support personnel as appropriate
Utilizes quantitative and qualitative skills to conduct healthcare provider industry analysis studies
establishes program work priorities to meet compliance
Ensures that exit review forms are completed properly and timely for licensed providers who leave the VAMC
Implement tracking and monitoring systems for actions indicated by the Credentials Committee - including licensed provider exit reviews - Service Chief and supervisory requirements - state licensing board reporting - and related correspondences
Provides updates on local VA policies - manages two-part folder reviews ensuring federal archival compliance - performs quarterly VetPro access reviews - implements monitoring systems
serve as the primary consultant to the supervisor for developing and implementing program operations impacting data management and process improvements - and review and complete required quarterly reports submitted to VA Central Office
The incumbent manages special projects for new program initiatives - requirements - and process improvements - providing data analysis support and leading implementation practices and procedures
Collaborate with VAMC personnel and external medical professionals to ensure proper documentation and adherence to revisions
The incumbent provides technical guidance - supports program leadership by conducting and analyzing healthcare provider industry studies - validates conclusions and recommendations - and participates in high-level multi-functional teams to oversee the accomplishment of long-term plans
Performs other duties within the C&P program as assigned
Work Schedule: Full-time - Monday through Friday 8:00 am to 4:30 pm
